February 2020.
This web
site is published to warn the general public of the inadequate qualifications
of Toni McMillan for a clinical psychology license, her lies and deception, and
concerns about her practice.
1)
McMillan received an inadequate education in
Mexico to qualify for a Virginia psychology license in 1990. She attended classes within her doctorate
program part time for 5-semesters, completing 26 semester hours in only 4 of
the 13 education categories required in a doctorate program by the Virginia
Board of Psychology for a license in 1990.
Additionally, the
degree had no accreditation at all from any
accreditation organization. One way she was able
to deceive the board was exploiting that Iberoamericana
University issues two credits for each semester hour to doubly inflate the
actual education received in an apparent attempt to make it look comparable to
usual standards. The second deceit was
claiming credit for master degree classes from a different university, which
was prohibited.
2)
After her Mexican education she submitted
to the Virginian Board an apparent forged signature
to register a residency, which appears to be McMillan’s handwriting (she didn’t
deny forging the signature when asked.)
Then another apparent forged signature
on a recommendation for a license.
3)
Records do not reflect training in CBT
(the source of training she does mention is a credentialing organization which
doesn’t offer training.)
4)
Repeatedly failed the Examination
for Professional Practice in Psychology (EPPP) in 1987, 1988, and 1989—barely passing in
1990. This exam is designed to ensure a
minimum level of competency.
1)
Broke AFCC ethics by taking sides in a
child custody case while treating the children, while profiting as an expert
witness for one side.
2)
Made a child custody opinion based on the
opinion of young children, which encouraged alienation.
3)
Failed to release a child’s patient
records within the 30-days required by law.
4)
Would not provide a written diagnosis or
treatment plan for long term child patient.
5)
Refuses to stop seeing two children after
making threats to destroy the future of their father and destroy his career.
6)
Told a child that his father does not
understand how the child’s brain works, among other negative things.
7)
No informed consent or confidentiality
policy presented to a parent of a patient.
1)
Lied about credentials, claiming to have
a PhD and M.S. degrees, when she has an (unaccredited) Psy.D.
and M.A. degrees from Mexico.
2)
Misrepresented herself as director of a
practice called “A Counseling Place” when she actually operates a solo practice
at her home.
3)
Her license does not reflect her legal
name.

This site will not allow McMillan’s or her lawyer’s threats to intimidate us from publishing the truth in order to warn the public, such as this threat.
McMillan has
been contacted multiple times about the content of this site and did not state
any disagreement with any facts. Referring to her as
a fraud is an opinion based on totality of evidence, including submitting forms
with signatures that are apparent forgeries which McMillan does not deny
forging herself, her unaccredited doctorate that does not meet the standards
for the license issued in 1990 or at the present time, her misrepresentations,
and witnesses of her therapy practice.

What’s going on
with this McMillan case? I was a patient of hers for a time and I hated my time
with her. I hate CBT because of her! I thought she was unprofessional. I left
her and continued therapy thru someone else and after a time I contact Toni to
tell her I was doing well and she responded very coldly.

Toni was (in my honest, personal opinion) an underperforming (and quite rude) psychologist and therapist.
I came to her during my late teen years. She was passive aggressive the entire time she treated me. On my first visit (after introduction), she jumped out at me and demanded the check right away (she even snapped her fingers).
Her next statement was: “we know why you’re here - because your father abandoned you.” My father never abandoned me. He has been involved, supportive and instructive in my life since the day I was born through adulthood. Not every teen wanting help has father issues. I don’t think anyone’s interested in a licensed professional projecting his or her own private issues onto the client.
I said I was (at the time) a licensed realtor, her next statement was “you just do that because you like the money.”
She immediately claims to have trained under the “very best in New York City”.
I myself now have a Master’s degree from the University of California (San Diego) and have had an expansive exposure to the psychological literature.
As a client, I can’t honestly say Toni utilizes the techniques she claims to be so thoroughly trained in (mainly CBT).
Toni’s approach is not only unprofessional it is also every bit condescending, passive aggressive, and, frankly, disturbing to see a “professional” conduct business in such a manner.
Clients (especially the youth) seek professional help for a reason. It is of the utmost importance to respect and nurture the client’s sense of safety and vulnerability that it requires to open up in an honest way. And, to most importantly, respect the client in this state of vulnerability.
I hope Toni realizes that when she conducts herself as she did in my case as her client, that she is not rendering a service that respects or values her client and does nothing other than enhance her own sense of grandiosity (and quite sadistically at that).
I fully stand by this comment as it is completely factual and an honest review of the services rendered to me by this professional. I can provide proof of visit.

If you search for "toni mcmillan tasciotti" or follow the link below, you will find a letter from 2006 from a grandfather stating complaints about McMillan. It sounds like she made a child custody recommendation without even meeting the father as he was seven hours away, while being paid by the mother's side. The letter also suggests that she based her child custody recommendation on meeting the child and getting material from him by asking him to tell his story for her recommendation. It seems McMillan, fraud, has been doing this for a long time. If you are an unqualified therapist, this seems like a ripe field (NOT saying that all therapists doing child custody are not qualified.)

Without knowing
whether or not the accusations are true, there are many points that are
disturbing about this case. A therapist, who has never seen one of the parents,
should not be making custody recommendations. A Custody Evaluation is a
specialized service that should be provided by an independent evaluator, who is
not a child’s therapist and who assesses the suitability of both parents and
also evaluates the children.
It should be an
easy thing to verify whether or not Toni McMillan was a resident working under
the supervision of Dr. Goodman. Ask Dr Goodman. Also providing a diagnosis for
anyone who has not been seen and evaluated directly by the psychologist,
is unethical. The psychology board has the resources and more importantly the authority
to investigate and prosecute. It is difficult to understand why the Psychology
board has not completed their investigation after a year. Signed
